I read that the character's location is going to be important in deciding who can fight who and so on, but it was also implied that certain "cities" will only be available to those of certain levels. I don't really agree with this idea...
Instead of locking the cities, how about keeping them open to everyone, and having 'city guards' around to protect the lower levels from the higher ones?
Here's another idea: Make each city unique, that way players will be forced to travel in order to complete certain quests, buy certain items, purchase certain services, etc.
And how about traveling between locations? Could it be possible to make the journey between cities longer than a day? This would open up the possibility of having roadside inns, traveling merchants, or even PC's selling their goods/services to other PC's for more gold than they would in the city, not to mention the occasional random encounter/quest.
These are just a few of my ideas. I don't know how easy it would be to implement them, but I think it would make things very interesting for everyone....

The intention is not to lock the cities to lower levels, but instead to make it more difficult in the higher level cities for low level players to play.
Let's just say that the "village" dojo only lets you go to level 10, you HAVE to move to the "town" to advance beyond level 10. But, why not go to the town at level 1? Because the clans there won't be recruiting level 1 players, because the players there will be much stronger, hence, you have less chance to kill, and the shops will be more expensive (though they will have better items).
So it's not that the "high level" cities will be locked, but it wouldn't be in your best interest to go the "capital" as soon as you start your ninja.
Yes, we plan on having travel between cities. Having quests that require you to travel between cities is a good idea. Having things along the road between cities is something we'll have to spend a lot of time thinking about design for. Not sure exactly we could do it with the current design model we have, but it might be possible.
