Should the work rate increase as you gain levels? Like: (1 Turn = 9 + level) Because, the way i think it is, the stronger you are, the more/ faster work you can do.

Turns already count more for higher level characters, in a roundabout way. If you think about it, an attack takes only one turn, and a normal duel five turns, but for higher levels each duel or attack does a lot more damage.
If we change -every- aspect of the character as they level, then the higher level characters get to strong too quickly. But perhaps this can be an aspect of ninjawarsII, some way in which one can modify how many max turns one can get, and how much money you get for each turn of work.
Problem is, even a small change could get ugly quickly. If you work and they give you 11 gold per turn, that's already a -10%- increase in the amount of money that you'd get (if you worked for 50 turns, you'd get 550 gold instead of just 500.) and that's the smallest amount that it would be possible to change it, since we can't give half of a gold peice. If it were doubled, that'd be obviously unbalancing (20 gold per turn, 50 turns gives 1000 gold, for a rather huge advantage.)
Besides that, it could mess rather badly with the economy.
However, I think that clan banking may better work towards this, for NinjawarsII. We'll see.
