Ice scrolls effectiveness increased within a 10 level range of the attackers.
Clan mail should be fixed.
Other minor fixes to signup and chats.

I say by the sounds of things this could be good. The new players aren't going to get iced to hell for a mistake by the high lvls, and the high lvls can't torment the low lvls for kicks. granted i think the gap for icing should be larger so a lvl 50 could ice back and forth with say lvls 80 to 100. at least this gap would be large enough to still have some fun and waring statues between clans and just random battle for the hell of it between bored ninja.

how about....your level divided by 3= your icing range, but at least 20 levels.

I was jus' goin to do a simple increase by increasing the range, but making the range scale with level sounds like a better alternative, it provides a greater advantage to higher levels (who would be able to affect those below 'em at a greater range than
So lets see what a 1/3 of level range (rounded up) would give us for most effective ranges...
Level / Difference(+/-) / Most effective target levels for the highest in that group. 1-3 +/-1 2-4 for level 3. 3-6 +/-2 4-8 for level 6. 7-9 +/-3 6-12 for level 9. 13-15 +/-5 10-20 for level 15. 28-30 +/-10 20-40 for level 30. 58-60 +/-20 40-80 for level 60. 88-90 +/-30 60-120 for level 90. 118-120 +/-40 80-160 for level 120. etc.
That's may be still a bit low, so lets see what half-of-level (rounded up) as the range gets us:
Level / Difference(+/-) / Most effective target levels for the highest of that level group 1,2 1 1-3 3,4 2 2-6 5,6 3 3-9 9,10 5 5-15 19,20 10 10-30 29,30 15 15-45 39,40 20 20-60 59,60 30 30-90 79,80 40 40-120 99,100 50 50-150 etc.
That sounds pretty appropriate, lowers (but doesn't eliminate) the effect on newbies, and gives a n advantage to higher levels.
I'll probably put something like that second one into effect at some point.
